中国公民冯正虎第四次回国的公告
我是中华人民共和国公民（护照号：G33406155）、上海市民（国内身份证：310108195407012452），在日华人（外国人登录证明书：B482314482）。在中国的户口居住地是上海市。
第三次回国虽然仍未成行，但我的心已回我的国家、我的家乡。一个国民不能回国回家，这是中国的耻辱。而且，让海外华人、国内的公民都感到心寒。出国后会被随意禁止回国回家，这是对所有中国公民的威胁。中国是所有中国人的家，是大家的，怎么能容忍几个权贵的霸占呢？
执行这项愚蠢命令的警察说：没有理由，也没有法，是上级领导的指示。有决定权力的上海市领导人是中共市委书记俞正声、市长韩正、政法委书记吴志明，他们之间是谁？还是集体讨论的吗？他们应当为自己的错误决定承担责任。
我会坚持不懈地每周回国回家，让全世界、全中国人看清上海当局的邪恶。一个美丽的国际大城市，让这一小撮上海帮的贪官污吏糟蹋成如何。一个到处非法拘捕关押市民，禁止市民回国回家的上海会是一个美好的城市吗？
没有任何邪恶势力，可以阻扰一个中国公民的回国回家。中国是我的国家，上海是我的家乡，回国回家是中国人的天经地义，是人权国际公约、中国宪法法律都保障的基本人权。
我堂堂正正地回国回家，从上海出国，就到上海回国。兹公布中国公民冯正虎第四次回国的航班及时间。
定于2009年7月2日周四晚上19：05（日本时间）在日本成田机场乘美国西北航空公司NW27，晚上21：15（中国时间）抵达上海浦东机场。
敬请中日两国政府及公众关注上海市出入境管理局浦东机场边防检查站警察的行政行为，保证一个中国公民顺利平安回国，与家人团聚。

Annuncement about fourth trial to go back to my motherland

I am citizen of People’s Republic of China (my passport no. G33406155), Oversee-Chinese in Japan (Foreigner Register-ID no. B482314482), registered inhabitant of city Shanghai/China (ID-no. 310108195407012452)
The third trial to come to my motherland, my hometown failed again. If a citizen can not go back to his homeland, this is the shame on China. Moreover, all Chinese, wherever they are, in China or abroad, they feel sad about it. For them, there is also a risk, once they go abroad. This situation which I experienced could also happen to them. This is a big threat towards all Chinese citizens. China is the homeland of all Chinese and China belongs to all Chinese. How we can bear that few persons on the position of power misusing their right in order to scare away the innocent people.
I will continue my home trip weekly. The whole world, and all Chinese should clearly see the devilment of Shanghai government. Such a beautiful metropolitan city has been muzzled by few corrupted and unjust persons of Shanghai Gang. Is the City of Shanghai still a beautiful city, which is hijacked by this Gang, who arrests and jails the citizens against the law, who bans the citizen to come back home?
There is no any devilish power of this world can prohibit a chinese citizen to go back to his motherland. China is my homeland and Shanghai is my hometown. For Chinese people, to go home is at the same time the will of god. To secure this is also a question of the basic human right according to the International human rights convention and according to the Chinese law.
Hereafter I, Feng Zhenghu, as a citizen of China, announces my forth trial to go home with North-West Airlines of America. Flight no.NW27, on July 2nd, 2009, Thursday, departure at 19.05(Japan time) in Narita Airport, arrival at 21.15 in Shanghai Pudong International Airport (Shanghai time).
Herewith I beg your attention as governments of both China and Japan and the attention of all publicities both in China and Japan to see how Shanghai Border Police will treat me in Shanghai Pudong International Airport. Your attention and support would secure a citizen to go home and reunite with his family.

中国国民馮正虎の第四回帰国公告
私は中華人民共和国国民（パスポート番号：G33406155）、上海市民（国内身分証：310108195407012452）、在日中国人（外国人登録証明書：B482314482）です。中国での戸籍上の住所は上海市です。
私は三回目の帰国はできませんでしたが、私の心は私の国、私の故郷にすでに戻っています。1人の国民が帰国も帰郷もできないでいるというのは、中国の恥であります。しかも、このことは在外中国人や国内の国民を大いに落胆させました。出国後勝手に帰国帰郷を禁止するということは、全ての中国国民に対する脅迫です。中国はすべての中国人の家であり、みんなの家なのに、なんで数人の有力者による侵奪を容認できましょう。
この馬鹿げた命令を執行した警官は、理由はないし、法的根拠もない、ただ上部の指示だと言いました。決定権を持っている上海市の指導者は中国共産党上海市委員会書記の兪正声、市長の韓正、共産党政法委員会書記の呉志明（江沢民の甥）ですが、彼らの中の誰でしょう？それとも集団決定でしょうか？ 彼らは自分たちの間違った決定について責任を負うべきです。
いかなる邪悪な勢力も、1人の中国国民の帰国帰郷を阻むことはできません。中国は私の国であり、上海は私の故郷です。帰国帰郷は中国人の不変の真理であり、国際人権規約、中国の憲法・法律が保障する基本的人権です。
私は諦めることなく毎週帰国を試みて、全世界、全ての中国人に上海当局の邪悪さ、美しい国際大都市がこの一握りの上海ギャングの腐敗官僚によっていかに踏みにじられているのかを明らかにしていきます。頻繁に不法に市民を拘禁し、市民の帰国帰郷を禁止するような上海が美しい都市といえるでしょうか？
私は正々堂々と帰国帰郷します。そして上海から出発した以上、上海に戻ります。ここに、中国国民馮正虎の四回目の帰国の便名と時間を公布します。
